BACKGROUND Mr. Barquin is Eastern Shoshone and Oglala Lakota and was raised on his father’s ranch on the Wind River Indian Reservation in Wyoming. He earned his B.A. and J.D. degrees from Gonzaga University in Spokane, Washington. He has been a member of the Oregon bar since 1998 and the Idaho bar since 2005.

AREAS OF PRACTICE Mr. Barquin specializes in representing Indian tribes and Alaska Natives. His representation has included working with tribal governments in the areas of economic development, natural resource and environmental protection and cultural and archaeological resource protection. He has dealt with myriad tribal government issues, including protection of sovereignty, jurisdictional and tax issues and tribal court operations. He has developed law and order codes and has overseen their implementation. 

Mr. Barquin's work has concentrated on negotiated problem solving on behalf of his clients in a variety of contexts. That work includes ongoing representation of a tribal fish and wildlife department regarding the interrelationships of the Northwest Power Act, Endangered Species Act, National Historic Preservation Act and other legal authorities in the protection of tribal natural resource utilization. He is the principal negotiator for one tribal client in a complex problem solving effort involving tribal, state, federal and private parties to clean up decades of pollution in Portland Harbor.

Mr. Barquin also has worked extensively with tribal social services, including enforcement of the Indian Child Welfare Act in state courts and child protection and family reunification in Tribal courts. He also has lobbied on behalf of tribal clients before federal and state legislatures and administrative bodies.
